Vers une gestion renouvelée du littoral nord-ouest européen : des ingénieurs néerlandais, anglais et françaisde plus en plus « verts » ?
Whether Dutch, English or French, civil engineers have long been a recognized authority on coastal management.Through their relentless search for technical innovations, engineers have been instrumental in both shaping thecoast â in the case of the Netherlands creating it almost entirely â and imposing on it a technical vision. The socialand ecological movement which characterized the 1970âs brought this engineering vision into question. Thischange in outlook would create real turmoil for the profession. This comparative study attempts to explain hownowadays engineers envision the coast they manage and how, in collaboration with other scientists, they nowderive innovative solutions in line with an integrated coastal management. It appears that the classical opposition,between a vision long imputed to engineers of a static and linear coast and one attributed to other scientists whoview the coast as something larger and more systemic, has become blurred. Cultural differences between the threecountries are more relevant to explain the differences observed. Into the bargain engineers seem to have overtakenthe « green » movement of the last decades to seize new opportunities, professional ones as well as territorial.Quâils soient nĂ©erlandais, anglais ou français, les ingĂ©nieurs du gĂ©nie civil ont toujours fait autoritĂ© en matiĂšredâamĂ©nagement du littoral. Ă travers la recherche constante dâinnovations techniques, ils ont contribuĂ© Ă modelerle littoral - voire Ă le crĂ©er de toute piĂšce aux Pays-Bas - et imposĂ© une vision techniciste de ce territoire entre terreet mer. Le tournant Ă©cologique et social qui a caractĂ©risĂ© les annĂ©es 1970 a remis en question cette vision imposĂ©epar les ingĂ©nieurs, crĂ©ant un vĂ©ritable bouleversement pour la profession. Cette Ă©tude comparĂ©e tente dâexpliquercomment les ingĂ©nieurs se reprĂ©sentent aujourdâhui le littoral quâils amĂ©nagent, et comment, en concertation avecdâautres scientifiques, ils Ă©laborent dĂ©sormais des solutions innovantes en adĂ©quation avec une gestion intĂ©grĂ©e dulittoral. Il ressort que lâopposition entre vision linĂ©aire et statique du littoral, longtemps imputĂ©e aux ingĂ©nieurs, etcelle, plus large et systĂ©mique, gĂ©nĂ©ralement attribuĂ©e aux autres scientifiques, sâestompe. Des diffĂ©rencesculturelles entre les trois pays semblent plus pertinentes pour expliquer les avancĂ©es observĂ©es. Par ailleurs, lesingĂ©nieurs semblent ĂȘtre en train de dĂ©passer et de sâapproprier le mouvement « vert » des derniĂšres dĂ©cenniespour saisir de nouvelles opportunitĂ©s, tant professionnelles que territoriales.Of ze nu Nederlands, Engels of Frans zijn, de waterbouwers zijn autoriteit als het aankomt op het beheren van dekust. Met hun niet aflatende zoektocht naar innovatieve technieken hebben ze een bijdrage geleverd aan hetvormen van de kustlijn â of om het even welke deel van Nederland dan ook â en hebben ze de kustlijn gevormd opeen technocratische wijze. De ecologische en sociale omwenteling, kenmerkend voor de jaren â70, heeftvraagtekens gezet bij deze, door ingenieurs opgelegde, visie en veroorzaakte een serieuze omwenteling in hetvakgebied. Deze studie probeert uit te leggen hoe de ingenieur vandaag de dag de kust behartigt en hij hoetegenwoordig in overleg met andere wetenschappen nieuwe oplossingen ontwikkelt die in lijn zijn met eenintegraal kustbeheer. Het blijkt dat het onderscheid tussen de rechtlijnige en statische visie over de kust, langtoegeschreven aan ingenieurs, en de bredere en systematische aanpak, over het algemeen toegeschreven aanandere wetenschappers, vervaagt. Culturele verschillen tussen de drie landen lijken een belangrijkere reden te zijnvoor de geconstateerde ontwikkelingen. Daarnaast lijken de ingenieurs zich de "groene" kennis in de afgelopendecennia eigen gemaakt te hebben om nieuwe kansen te grijpen, zowel voor hun vak als voor hun omgeving
How can mental maps, applied to the coast environment, help in collecting and analyzing spatial representations?
AprĂšs avoir Ă©tĂ© principalement utilisĂ©es en gĂ©ographie urbaine, puis quelque peu mises de cĂŽtĂ© par les gĂ©ographes, les cartes mentales font dĂ©sormais lâobjet dâun regain dâintĂ©rĂȘt, en particulier dans le champ de la gĂ©ographie de lâenvironnement. AppliquĂ©es Ă lâespace littoral et employĂ©es en complĂ©ment de lâentretien, elles se rĂ©vĂšlent ĂȘtre non seulement un bon outil de recueil des reprĂ©sentations spatiales, mais aussi une aide prĂ©cieuse pour leur analyse. Applied to the coast, and used as a supplement to the interview, these maps are not only of great assistance in collecting spatial representations, but also helpful in analyzing them. Les ateliers collaboratifs, un outil de recueil collectif des représentations spatiales ?
Spatial representations are generally speaking collected in an individual way and only their analysis, which sounds complex, possibly leads to show social representations - shared by a social group - of space. However studying spatial representations coming from several groups of stakeholders who need to coordinate for instance in a crisis situation, requires to elaborate a new method to collect simultaneously and collectively these representations. This paper considers workshops as a tool to do so. These workshops have been experienced in June and July 2017 with stakeholders directly involved in the management of a major flood of the river la Seine, and show the contribution of geographic tools at the Metropolitan Paris scale

Crisis management as an evolutive and adaptable infrastructure
Crisis management is a field of research that transects several disciplines (sociology, organization studies and, notably, disaster studies). As such, reaching a general consensus regarding its definition is not an easy task. However, there is agreement as concerns its two principal dimensions: 1) technical tools and infrastructure coordination efforts during emergencies and out of the ordinary situations, without which coordination simply would not work; 2) crisis management activates a more or less extensive network of actors depending on the scope of the crisis. This allows for centralized coordination, which in turn implements a set of actions to undertake in order to contain the crisis. However, the urban complexity that characterizes Parisian metropolitan area upsets this dominant concept of crisis management, since the interdependencies are numerous and dense. In other words, in a crisis situation, the urban environment is particularly vulnerable because it exacerbates the multiple interdependencies that constitute it. Their complexity is part of a nesting of spatial and temporal scales which oblige us not to restrict the study of crisis management according to the punctual and localized entry of the triggering event. This article proposes to consider crisis management no longer as a centralized coordination based on technical tools and/or infrastructures, but as an evolutive and adaptable, sociotechnical infrastructure. To do this we will mobilize three research areas: crisis management studies, urban studies and infrastructure studies. We will develop our argument by analyzing the articulation of these domains with each other in order to see to what extent crisis management, in this urban context, "acts as infrastructure.
